Learn MoreThe primary reason for the denial of a claim is the failure of the submitted documentation to establish homebound status of the beneficiary. Winnolas provides a Pre-Claim Review: Additional Eligibility Requirements checklist at the end of the OASIS that must be filled out and signed by the visiting clinician. When the physician reviews and signs the plan of care, all the requirements for homebound status are contained in the supporting documentation.
The CMS pre-claim review demonstration helps to make sure that home health services are medically necessary without delaying or disrupting patient care or access. The goal is to provide timely and appropriate home health services to Medicare beneficiaries, while protecting the Medicare Trust Funds and taxpayer funds from fraud and improper payments.
The pre-claim review demonstration does not alter the requirements for physicians and clinicians to make health care decisions and create the plan of care. The main change is that the HHA will submit the supporting documentation while beneficiaries are receiving care. This earlier submission of documentation will undergo the “pre-claim review.”
The pre-claim review demonstration will help educate HHAs on what documentation is required and encourage them to submit the correct documentation, while still allowing the HHA to begin providing services and receive initial payments prior to the pre-claim review decision.
Each HHA must determine how they choose to participate in the pre-claim review demonstration as described below: Review Choice Demonstration (RCD).
Effective January 1, 2022, the Notice of Admission (NOA) will be the method used by HHAs to notify CMS that a patient is admitted to the agency.
You may have already noticed the NOA messages at the bottom of the Patient Chart and the additional NOA display under the RAP in the Patient Chart for patients whose dates for the current episode end in January 2022.
Recent reports indicate that NOT ALL home health software vendors are fully prepared for the initial change from RAP submission to NOA beginning January 1, 2022. In fact their solution requires submitting the NOA using DDE for each 30-Day period ending in January 2022. Winnolas generates the NOA just as the current RAP for electronic submission. For Winnolas clients, it is business as usual so far as the method of submission is concerned.
